Presumably, Bush will start spending a lot of money right after the Democratic nominee becomes clear, presumably in February or March. At that point, the Democrat candidate will be low on funds if he (or she, I guess you can't totally rule out Hillary) participates in public funding. (My understanding is that the candidate gets a new traunch of money right after the convention.) This was one of Clinton's big advantages over Dole in '96.
