That would be a pithy quote if the purpose of cigarette taxes was to deter existing smokers. It's not. While the high cost of smoking may deter casual smokers or non-smokers, addicts will pay for their nicotine fix. The tax has at least two theoretical justifications: 1)smokers cost society money (through increased health costs, etc.), so they should be charged for it; 2) it is more palatable to tax those who "sin" than those who do not.
