Empathy
Bad fish? No, it's police officers getting tasered so that they will understand the experience and not overuse their taser. I hope this relieves some of Dawn's taser concerns.

Next the PC bureaucrats will decided cops should be shot to teach them not to overuse their guns.

I think tasers are over used, though i also think there is a place for them in the force continuimn.
