I don't believe it. The person on the bus would have been very aware by the time he blew himself up that the other bombs had gone off - unless they had deliberatly decided not to communicate he could have easily verified if his friends were still alive.

These sort of conspiracy theories are dangerous. Obviously if it can be proven true (i.e by the capture of the "masterminds") then that's a different matter. However, unless we can prove it as fact it is better to believe they were suicide bombers.
