Dodd does this every election. He talks about wanting to run, kicks it around, gets some attention and decides not to sometime after the off year elections. I don't think this year will be any different. Now granted, this seems to be a patten for a lot of senators (John Aschcroft talked about it for example in 97 and 98) and sometimes they actually do it and go nowhere (Bob Graham in '04, Hatch in 2000). But I don't see this going anywhere.
