I have always said that spending time on the internet at work is no different then chatting with other employees about nonwork stuff or taking a smoking break.

Just remember, the decision only applies to city employees. Most private employers have the right to terminate you for any reason they choose -- including web-surfing (unless, of course, you're in a union...)

Or get a cubical all the way in the back of nowhere land, away from traffic and bosses. And make friend with the staff in IT monitoring web activities.
