What about sick old people?
Church of England says it's ok to leave sick newborns to die.

Anyways, the report doesn't apply to newborns - only to the severely premature to the extent that matters to you. And if, for instance, a baby is born prematurely at 22 weeks (the cutoff for the report) without kidneys, I would say that yes it is ok to let the newborn die rather than keeping the baby alive as long as possible with a kidney dialysis machine for what would be a very short, very painful life.
