You're not going to believe this but it turns out that having a large welfare state actually discourages people from working. I know. I was floored too.

Again with the Daily Mail. You should try the random headline generator someone did for this paper. Hilarious.
What can I say? These people are a serious minority now. If you get a poorly paid job in the UK, you get a 'top-up' so you are no worse off than on benefits. This means that, you can learn a skill, learn a trade and still have the dignity of working with a chance of improving things in the future.
It's been a while since I was last jobless here in the UK - half of the six months I wasn't fully employed was spent waiting for police checks on my next job to come through and I did agency work.
It was harder to resist the employment services' moves to get you into a job. You have to be really hardcore not to work, or just unemployable.

This is true to an extent but has to be seen in context of the other demotivating factors inherent to UK life, including the oppressive fascist regime and of course the hideous weather.
