I recall a small entry in the daily political gossip section of the Trib, that spotted JJ the elder on a flight into Chicago bending over with a stack of hundreds protruding from his back pocket. This was before photoshop.
Frankly, my read of the situation: Are Illinois pols stupid? Yes. Are they anomalous? No.
